Regular Registration Ends, Late Registration Begins

Regular Registration Ends, Late Registration Begins The regular registration rate for the Alliance's 2014 National Conference on Ending Family and Youth Homelessness expired on Monday, January 20, but you can still register for the conference at the late registration rate of $625 until 3 p.m. ET on Friday, February 7. The conference will take place at the Sheraton New Orleans Hotel in New Orleans this February 18 to 19. Should you need to cancel your registration, you must do so in writing by Friday, February 14. The Alliance will deduct a $100 processing fee and a $25 cancellation fee from your refund. After February 14, the Alliance will no longer grant refunds. Register for the conference Hill Update Omnibus Appropriations Package Signed into Law On Friday, January 17, President Obama signed the Consolidated Appropriations Act of 2014 into law, thus avoiding another government shutdown. This omnibus appropriations package was negotiated by Rep. Harold Rogers (R-KY) and Sen. Barbara Mikulski (D-MD), who worked within the $1.012 trillion discretionary spending cap and guidelines set in the Bipartisan Budget Act of December 2013. It passed through the House (359-67) on January 15 and through the Senate (72-26) on January 16.

One of the key provisions of the legislation is language that would allow nonprofits to administer rental assistance through fiscal year (FY) 2014 (retroactive to FY 2012 funds). The legislation also includes funding for numerous federal programs impacting people experiencing homelessness or who are at risk of experiencing homelessness. Please see last week's Hill Update for detailed information on these funding levels.
Funding for HUD homeless assistance will be sufficient to fund all Continuum of Care renewals in next year's FY 2014 competition. This legislation, however, will not alleviate the funding shortfall in the FY 2013 competition, taking place now.
Committee Holds Hearing on Income Inequality
On Thursday, January 16, the Joint Economic Committee held a hearing on income inequality in the United States. The hearing focused on the stark increase in income inequality in this country in recent decades, and the harmful impact of increasingly divergent incomes on both disenfranchised populations and the overall American economy. Congress Departs for Recess
After approving the omnibus bill, the House and Senate departed for recess for the Martin Luther King, Jr. Holiday on January 16 and January 17, respectively. Both chambers are expected to reconvene on Monday, January 27.
