Steny Hoyer, D-Md., said to reporters Sept. 9. Hoyer, the House democratic whip, said chairman Harold Rogers, R-Kent., and ranking member Nita Lowey, D-N.Y. had talks about a continuing resolution in line with budget agreement passed in Dec. 2013.
