PIT Count Date Exceptions

Given the unexpected severe weather conditions in several regions of the country this week, HUD wanted to remind Continuums of Care (CoCs) of its exception policy regarding the date for the Point-in-Time (PIT) count, as outlined in the Notice for Housing Inventory Count (HIC) and Point-in-Time (PIT) Data Collection for Continuum of Care (CoC) Program and the Emergency Solutions Grants (ESG) Program. Per Sections 578.3 and 578.7 of the CoC Program interim rule, CoCs must conduct their PIT count in the last 10 calendar days of January. CoCs may request an exception to the required timeline for good cause. If HUD grants an exception to conducting the PIT count within the last 10 days of January, HUD normally requires that the count be conducted within the last 10 days of February.
HUD only grants exceptions for three types of good cause, which include:
- A longstanding practice of performing such a count at a date between December 1 and March 31;
- Unanticipated inclement weather (e.g., snow storm, hurricane, tornado) or other natural disasters; and
- Other reasons HUD deems would have a negative impact on the accuracy and completeness of a CoC’s count.
CoCs must submit their exception requests via email to Michael Roanhouse at Michael.Roanhouse@hud.gov. The email must include:
- Why the CoC is seeking an exception, specifically stating which of the three good causes listed above applies;
- When the CoC proposes to conduct its PIT count, specific date;
- Why that alternate date was chosen; and
- Who HUD should communicate its determination.
