Scope of Work
Montgomery County Department of Health and Human Services, Special Needs Housing Division, the Continuum of Care's (CoC) Homeless Management Information Systems (HMIS) Lead Agency is seeking a qualified contractor to serve as a System Administrator maintaining data quality standards, supporting the Housing Prioritization Committee's work related to coordinated intake, entry, assessment and referral and other administrative duties supporting the work of the Continuum. The Chief of Special Needs Housing or their designee will provide oversight and direction.
Responsibilities include, but are not limited to:
- Act as agency lead and oversee the design and implementation of Montgomery County Coordinated Entry process for singles and families.
- Work collaboratively with stakeholders and others to develop, implement, and maintain the Coordinated Entry Process including the "By Name List" for special populations including Veterans, Chronically Homeless, Youth and Families.
- Run reports for the Housing Prioritization committee, process data in Excel, monitor feedback related to the report and the data therein, report any issues back to the HMIS Lead and the committee chairs.
- Maintain and update data and performance management tools and systems.
- Develop new tools to assist in tracking and improving agency performance.
- Publish quarterly performance reports for department meetings, CoC meetings, and Interagency Commission on Homelessness.
- Develop monthly info graphics and dashboards to illustrate program performance, coordinated entry process and others.
- Communicate major data quality issues to Contract Monitors, committee chairs and other stakeholders and participate in planning for reconciliation.
- Run reports to monitor data quality for all participating projects. Coordinate with Agency Administrators responsible for the projects to ensure data clean up in a timely fashion.
- Monitor/review system configuration to ensure that industry standards and adopted best practices are being used to ensure maximum system quality in the open data sharing environment.
- Assist with annual project monitoring visits by running reports for the Program Monitors.
- Assist with developing materials such as data quality workflow guides.
- Assist in the annual review of all HMIS related documentation and the maintenance of documents that are ever changing based on project participation.
- Participate in efforts to ensure that all projects in Montgomery County that serve the homeless have access to the HMIS system and that the system is being used most effectively in service delivery, system analysis and to support the work of the Continuum of Care in ending Veteran and Chronic Homelessness and limiting the time persons are homeless in the County.
- Provide troubleshooting assistance to End Users when requested.
- Provide administrative support to the HMIS Lead.
Knowledge and Skills:
- Proficiency in using Microsoft office suites, specifically, Word, Excel and Power Point.
- Knowledge of administrative practices and methods including but not limited to knowledge of HUD Data Standards, homeless program types and related programs.
- Proficiency in using web-based data management systems and specifically use of an HMIS (ideally ServicePoint and ART).
- Ability to multi-task and support several staff at once.
- Ability to run reports from the HMIS system, process/prepare the reports for use and the ability to review data to determine if it is indicative of meeting minimum data quality standards.
- Ability to develop and update documents related to the use of the system and review said documents on a regular basis to ensure accuracy.
- Excellent verbal and written communication skills and strong interpersonal skills.
- Must be able to manage time and tasks with minimum direction and meet tight deadlines on a regular basis.
Education and Equivalencies:
- A Bachelor's degree from an accredited college or university is required. Experience working with ServicePoint ™ is ideal and will be given preference. Understanding of homelessness and best practices in housing including Housing First.
