Wrap-Up: 2017 National Conference on Ending Homelessness
Thank you to everyone who was able to join us last week at the 2017 National Conference on Ending Homelessness and Capitol Hill Day for making it an incredible event yet again.
More than 2,000 service providers, government leaders, advocates, and consumers convened together in our Nation’s Capital at a pivotal time to work together, collaborate, learn from each other, and raise your voice to Congress to continue the fight to end homelessness across the country.

The FY 2017 Continuum of Care (CoC) NOFA competition has opened. Building on our last CoC NOFA webinar on how communities can use this year’s CoC NOFA to drive long-term change to improve their systems. This webinar will focus on understanding the new Joint Transitional Housing (TH) and Permanent Housing-Rapid Rehousing (PH-RRH) component project and considerations communities should explore before applying for this opportunity.

Senate opens debate on healthcare reform, releases HUD funding proposals
Yesterday, two major updates came out of the Senate. First, the Senate voted to open debate on healthcare reform, allowing for debate and consideration of proposed legislation and amendments. While many of the proposals that have been circulated include deep cuts to Medicaid, are estimated to leave millions more without insurance, and will hurt efforts to end homelessness in communities across the country, the details of what will be included in any final bill, or whether it will pass, is still highly uncertain.
Secondly, the Senate Appropriations Subcommittee released some details on their Fiscal Year (FY) 2018 HUD funding levels. While these numbers are not final, they do represent the starting point in the Senate. A few notable highlights include:
$73 million increase to $2.456 billion for McKinney-Vento Homeless Assistance Grants
$1.07 billion increase to $21.365 billion for Tenant-Based (Section 8) Housing Choice Vouchers
$3.6 million for the operation of the United States Interagency Council on Homelessness (USICH), and an elimination of the agency’s sunset date.
