Position Title: Applications Team Contractor Support

NOTE: The chosen candidate must pass a criminal background check and any other clearances that may be required by the vendor. Reliable transportation is required.
Scope of Work:
The Department of Health and Human Services, Information Systems & Technology Services Team reserves the right to review and make final decisions as it pertains to staff and their replacement.
The Montgomery County Government, Department of Health and Human Services, Information Technology Services Team, requires contractor assistance to provide a variety of support in the following areas:
Job Description:
1. Support legacy applications – MS Access department-wide – ongoing, ad-hoc requests, troubleshooting RemedyForce tickets. Update RemedyForce tickets with resolutions and close tickets.
2. Convert enterprise-like MS Access applications (e.g. UNITED, IHAS etc.) to Access 2016 or Oracle back-ends. This will reduce high data corruption occurrence levels among MS Access databases by more than 75%.
3. Support Federal Fund Participation (FFP) – expanding scope of current data collected and processed to include other application databases quarterly reports.
4. Maintain & support the department's web sites – internet & intranet. Posting updates, adding links, etc.
5. Provide support creating, maintaining ad hoc requests for electronic registrations for conferences, seminars, etc. Create/maintain databases and reports.
6. Provide support creating, maintaining ad hoc requests for electronic surveys for various programs in the department. Create/maintain databases and reports.
7. Support data conversion efforts involved with Microsoft Office Suite upgrades.
8. Provide support for MS Access conversion from 32bit to 64bit.
9. Provide support to the Qless application
10. Provide support to the mirabyte application used for lobby display.
11. Provide programming level documentation for all of the above.
Must Have:
- Ability to create electronic registrations, web surveys, maintain and support the departments web sites (both internet and intranet), a variety of ad-hoc reports gathering information from ACCESS applications, ability to support the departments legacy ACCESS applications, convert enterprise-like MS applications to Oracle back ends.
- Ability to provide a mirabyte and Qless expertise to support Behavioral health queues and HOB lobby monitor.
- Provide MS Access programming support and maintenance.
- Ability to clearly and completely document all processes.
Deliverables for this task order will be:
- Development of usable code to add new functionality and enhancements to the departments legacy applications
- Usable and acceptable comprehensive reports as defined by the Application and Requirements Development Teams
- The creation of complex documentation to support both the Application and Requirements Teams
