New report suggests that Improving Child Welfare Services can Reduce Homelessness |
A new report by the RAND Corporation shows that homelessness and other negative outcomes for children can be reduced by improving child welfare services, and that these investments save money over time. Key findings include:
- Increasing investment in family preservation services—interventions to help families at risk of child separation—would reduce impacted children’s experience of homelessness as young adults by 2 to 9 percent.
- Investing in strategies to reduce child maltreatment and improve kinship care (which facilitates placement of children removed from their family of origin with close relatives) reduces children’s risk of homelessness, underemployment, substance abuse, and criminal convictions as young adults.
Increasing investment in all three approaches to improve child welfare systems—family preservation, preventing child maltreatment, and kinship care—would result in savings of $5.2 to $10.5 billion for a cohort of children born over a five year period, while also improving their later prospects. |
