DIRECTOR, HOMELESS SERVICES PROGRAM
(OPERATIONS MANAGER I)
Position Description
Baltimore City is seeking an exceptional Director of
Homeless Services to lead and align efforts across agencies, provide oversight
and evaluation of outcome data, provide strategic guidance on developing policy
and protocols, and lead external engagement and communication strategies. This
position reports to the Director of Human Services and will serve as a key
advisor on system and policy reforms. The Director will act as a primary
spokesperson and lead the agency’s engagement with a variety of stakeholders,
such as regional and government partners, service providers, philanthropy, community
and neighborhood groups and consumers.
The Homeless Services Program is the designated lead agency for
the Continuum of Care, a collaborative body of service providers, funders,
advocates, government agencies, and community stakeholders working together to
end homelessness includes acting as the:

Collaborative Applicant:
Designing and implementing a coordinated community process for preparing and
submitting the annual U.S. Department of Housing and Urban Development’s (HUD)
Continuum of Care Program Competition. Evaluating program and system
performance and implementing continuous quality improvement strategies for
homeless services delivery.

Homeless Management Information System
(HMIS) Lead: Developing and operating the HMIS system according to HUD
regulations and guidelines, ensuring full community participation to assess
needs and measure performance.

Coordinated Access Lead:
Designing and operating the Coordinated Access system according to HUD
regulations and guidelines.
HSP administers and monitors approximately $37 million
annually for programs that include street outreach, emergency shelter,
transitional housing, rapid rehousing, permanent supportive housing, meal
programs, and eviction prevention. Funding sources include the Continuum
of Care Program, Emergency Solutions Grant, Housing Opportunities for Persons
with AIDS (HOPWA), Ryan White, State Homeless Solutions Grant, City General
Funds, and other special use grants. Each year, through a network of partner
providers, the homeless services program delivers housing and supportive
services to over 25,000 individuals and families.
KEY
RESPONSIBILITIES

Lead the city's response to homelessness with strong
alignment and coordination across multiple departments and key stakeholders.
·
Provide strategic guidance to the Mayor and senior staff
on priorities, deliverables, and emergent issues related to homelessness.
·
Assess current City operations and develop and implement
a plan of recommendations that will bring greater effectiveness and efficiency
to efforts such as improved data and performance, governance structures,
communication strategies, and operations.

Demonstrate a commitment to racial justice and ensure the
City's response to homelessness is fair, just, and equitably implemented for
all those in need in our community.
EDUCATION AND DESIRED EXPERIENCE
A BA
plus at least
five years’ experience in a senior leadership role within a large, publicly accountable organization. The preferred
candidate will have experience successfully leading high-priority and highly
visible projects. Direct
experience working with or for homeless service programs is strongly preferred.
