Two memorandums, released on April 1 and May 22 of 2020, introduced a waiver providing the flexibility for HOPWA habitability standards inspections to be conducted virtually. This waiver affords flexibility to HOPWA grantees and project sponsors to visually inspect and ensure that units meet HOPWA habitability standards, using the following technology: live-video streaming, pre-recorded videos, and photographs.
