To protect people experiencing homelessness during the COVID-19 pandemic, Congress appropriated $4 billion for the Emergency Solutions Grant program via the CARES Act (ESG-CV). This is an enormous investment that has the potential to help countless people exit homelessness and stay safer and healthier during the pandemic — but only if it is efficiently and effectively targeted.
