Now Available: Emergency HOME TBRA Toolkit

HUD’s Office of Affordable Housing Programs (OAHP) is pleased to announce the availability of a new Emergency HOME Tenant-Based Rental Assistance (TBRA) Toolkit for Participating Jurisdictions (PJs) implementing HOME-funded emergency TBRA programs using the flexibilities identified in the April 10th CPD Memo: Suspensions and Waivers to Facilitate Use of HOME-Assisted TBRA for Emergency and Short-term Assistance in Response to COVID-19 Pandemic.

The Emergency HOME TBRA Toolkit collects and organizes all guidance and training resources developed for PJs. The Toolkit provides links to prior resources such as webinars on emergency HOME TBRA and includes four new sample documents to assist PJs with implementation of an emergency HOME TBRA program:

Sample Subrecipient Agreement between a PJ and a nonprofit or public subrecipient that will administer the emergency TBRA program locally;
Sample Application for households seeking assistance;
Sample Owner Certification for participating property owners; and
Sample Rental Assistance Contract between the local program administrator, assisted tenant, and property owner outlining the assistance to be provided and program requirements.

HUD will publish additional resources as part of the Emergency HOME TBRA Toolkit as they become available.
