HUD has confirmed that both a Sheltered and Unsheltered Point in Time count will be required for CoCs during the last 10 days of January 2021 unless an exception is granted by HUD for the Unsheltered portion of the Point In Time count.
The Sheltered PIT and HIC are required for ALL CoC's regardless of exception status.
HUD expects to release further reporting guidance in the near future via an updated HIC and PIT data collection notice. Please note that no reporting changes have been announced to date and HUD has expressed that no changes to report format are expected.
The following tools are available for use:
- 0630 - Sheltered-Unsheltered PIT 2020 - v24 located in the ART Gallery
- Due to limitations in ART related to mapping, this report will not be renamed this year. WellSky recommends that CoC's copy the report and rename to 2021.
- 2021 version of the "Unsheltered PIT Workflow for 0630 ART Gallery Report" document. This document is available in the Customer Community Library - "HACS ServicePoint ClientPoint".
- For communities that want to use the 0630 report for counting unsheltered clients you must follow the workflow in this document for proper inclusion of clients in the report.
- You will also need to ensure each unsheltered client has a unique "Client Unique Id" as the 0630 report uses it for de-duplication purposes to meet HUD requirements.

Submission of HIC/PIT Data will take place in the HDX. WellSky will provide an update once deadlines are formally announced but they are historically due at the end of April.
